Weld on recovery point

Looking for some expert opinions here. Image in the link below is a factory tie-down or recovery point on a typical 4WD. It is welded to the 1st cross member of the chassis on 4 points (front & back). The steel loop measures approx 16mm in diameter and goes through from the front to back of that steel cross member which is about 3mm in thickness..
