My 64 Malibu SS had standard rivets and MVD impounded the car, removed the VIN and assigned a state issued VIN that killed the value of the car. This was done because they said the rivets were not the correct type.

You need to pry the rivets out carefully (dont crack the vin tag), and then swap the VIN tags over. I would just glue/epoxy it to the dash, but you could rivet it.
